I know in NJ they do a visual inspection for the cats along with checking the emission for errors via plugging into the OBD of the car. If your state doesn't do the visual but checks the emission via the OBD port, a tuner can possible get the car to look OK when scanned. If they probe the exhaust, your not going to pass.
Colorodo? I would check with your dmv in Colorado to see what the exhaust system/emission laws are, but it is a federal law that any part of a working emission control system cannot be altered or removed, that being said, some states are more lenient than others
OP - You will need to check the requirements in CO. Here in Texas, they dont do a visual and only do a ODBII test. With a little tweaking, you will pass emissions here.
