I installed a Mild2Wild kit. Did not work. I read that removing the fuse for the NPP would open valves all the time. I pulled the fuse and it made no difference. The valves still close. What's with this. Hard to not pull the correct fuse.

Does it work like it is supposed to normally. Could be bad vacuum lines if not.
If you had a vacuum leak, the valves would be open all the time. If the system is operating normally right now, I would triple check that you are on the correct fuse.
Checked manual twice, watched multi youtube video's, plus great diagrams that came with the mild2wild, I am pulling the correct fuse. They are open when car is off, close when started , so vacuum lines have to be ok. . Have not had anyone check when hitting 3500 rpm. That's next. Not sure what the previous owner might have done to disable the option. Will check solenoid next to see if they bypassed it.

I would start over. Disconnect the M2W and put the original fuse back in the original slot. Then remove the fuse and see if it opens the valves.
it sounds like everything is working but maybe the M2W was connected wrong ?
Nope, already tried that. Don't have M2W in at this time, I pull the fuse and still will not stay open. If I had some diagrams or schematics to work with, then might know what to look at, but right now I have nothing on this. Still researching the workings.

Are you sure you have NPP? I ask this sincerely since we've seen more than one new owner go through this exact process and then when pressed for a pic, we see the mufflers are base mufflers.
If the flaps still "close" when pulling the fuse, this tells me you likely don't have NPP since there'd be know way for the solenoid to operate and enable the vacuum signal.
There are plenty of troubleshooting threads via search.
Post a pic of the muffler tips so we can see if you have the vacuum cans on the tips.
