If you are not moving, then yes. Tires are pretty wide...they make funny noises when the car is not moving and feel like they are "skipping" when turning very sharp and not moving very fast. Normal. I would also check to see how old they are. They may need replacing because of age.

If your tires are making funny noises and they "are not" moving....then it may be time to call a priest and have an exorcism performed. If you are talking about the noise and overall bad sensation that comes from the tires when you are locked out left or right while turning very slowly, then yes this is normal. It's simply due to the wide tires not wanting to go the way you're pointing them very easily.
I ran into the same issue last year when we got ours. It freaked me out so I took it to my local tire shop. They had the car up on the hoist and went over it thoroughly. They had me do figure 8's in the parking lot while 2 of their mechanics walked beside the car trying to determine what the problem was. They couldn't find anything and I'm used to it now and try to avoid turning full lock if possible.
