Good pick up on power for headers with 25hp about the norm, but your still giving up a touch after the 5.6K point. Hence with your tune, the motor is going flat at 5.6K instead.
Hence by pushing timing a touch more and leaning out AFR after 5.6K, you can gain a touch more HP and get the motor bounce hard off the rev limiter instead.

My dyno tune was on a Mustang which I am told often shows lower numbers than a Dynojet with smoothing. My butt dyno thinks it's 400-410 HP.
