I can recommend a Chevy dealership and service adviser in Toronto's west end, if that is convenient to you. I've been dealing with this specific adviser for well over 10 years, and he seems to know his stuff. He was the first stop when I picked up my vette from another dealer, and I asked him to mechanically check it out for any and all problems. After the inspection, he told me there was absolutely nothing wrong with it, so here was a opportunity for them to 'find' some problem that didn't exist. PM me if you want the contact details.

Hard to sift through all of the non-topic comments. In all seriousness, I don't see anything there to be concerned with. There is some light rust on the oil pan in the corners and some on the sway bar, but it is so minor you can ignore it. If a mechanic told you to change the suspension based on those spots, it is time to find another mechanic.

can the oil pan be replaced if it gets fully rusted? and how much would it be?

I was looking to buy this car from a Upstate NY Chevy dealer, and have it shipped to Florida. The car looked mint top side, so I asked him for some pictures of it on the lift!
He claimed that it was never driven during the winter time. I lived in NY most of life, and had to junk most of my cars with low mileage, because of the winter road conditions!
This car was driven extensively in the winter. It was an 08 Vert with 24K miles, and was asking top dollar for it.

Here is a pic of a brand new OEM oil pan for a 2008 vette.

The OEM pan sure looks like aluminum to me. So if yours is rusting, it isn't aluminum. Kind of hard to tell from your picture, but it looks like the pan has been painted flat black.
Here's my advice, FWIW: if it's aluminum, leave it alone. Be thankful it's not seeping oil like a number of other owners have reported. If it's steel, use a scotch-brite pad, remove the rust, and paint with Rustoleum flat black high temp paint. Rona stocks it in small cans; use a brush. Do the same for your sway bar if you want. Based on the appearance of the underside of your car in general, it looks to me like it's been flogged through at least one winter's worth of salt. There's still salt residue on the underside. I've seen enough of them to know. You're not going to get 1000 points at an NCRS show no matter what you do now, so just keep it washed, waxed, and roadworthy and enjoy it. Find yourself a decent, trustworthy shop. I previously offered to hook you up in the west end.

What amazes me considering the price of cars, why more people aren't complaining about this. There has to be an alternative. I lived much closer to the city than you in Sullivan county. During the winter months the population drops to only about 70K, and the work force is only appox. 30% of that.
When we would go shopping to the local IGA, I'd look at all the vehicles parked. Mostly rust buckets, even some cars/trucks that weren't more than 3 or 4 years old! You'd have to be nuts to buy a new cars, and use it year around there!
The last vehicle I junked before we moved was one of my favorites. A Jeep WranglerTJ Sport 5sp manual with only about 90K. I lost the brakes twice from rust, chassis rails, front end axle housing, etc. It wouldn't pass NYS safety inspection.
The photo is not of my Jeep, but looked the same when I took it for inspection!

About the worst thing you can do in the winter is to keep your unwashed salt encrusted car in a heated garage. The heat just speeds up the rusting action.
