2009 Z51 M6. What connects the oil cooler to keep it from moving and why is the power steering hose hitting the cooler?

That's your oil cooler bracket. The two bolts should be bolted to your oil cooler. The open hole should have a bolt securing it.

The black plastic retaining clip holding the PS line just clips around the steering rack. It is factory. It might have been just rotated up for some reason. Just grasp the line and plastic ring and rotate it back away from the cooler. The missing hardware on your cooler, I think, is an M6 screw with a flanged head. I cannot recall, but I had the entire cooler off mine, but a couple years ago. Just look at the hole, see if there are threads. If not, then it is a body screw, probably a #6 or #8.
