It's a total crap shoot on if your Harmonic Balancer is going to go bad. And if so, when it will happen. "Always" is the wrong word to use. There are plenty of people on here who have changed out the Balancer because it started to squeal the belt (myself included and while my car is a 2005 it only had 20,000 mikes on it when I changed it). Others have put over 130,000 miles on their cars with absolutely no problem.
There is most definitely a large number of LS2 and LS3 motors that have had the Balancer go bad. It was a very weak design. The good news is that it's happened enough that it is very easy to find someone to fix it using a much better designed after market part. I had a independent shop fix mine and it was about $700 out the door parts included.
The Diamond Embedded Friction Washer butts up against the oil pump gearing once installed. This allows more surface area & increased friction coefficient to spin the HB. This adds to the pinning force of the crank bolt. I believe with ARP parts, it is a 30k lb normal force.
I am assuming GM did this as they went moved away from pinning for manufacturability reasons.
