Does anyone know the designed operating temperature range for the coolant?
What position would you set the HVAC controls to force on both electric fans on at high speed?

Granted it has been rather cold here -- say 30-50 degree F here -- and I only have a few hundred miles on my 13 GS (new to me), but I have been monitoring my coolant temps via the DIC so I too can know what is normal. Cruising around I am seeing somewhere around 192, at stop lights or traffic it may creep up to 200-205, and then it comes back down when I begin moving.

That's about right. It will get a little warmer when the ambient goes up. I suspect that as long as the compressor is running, the fan probably is as well. Never checked to see.
