They should come inside the owner's manual leather packet which includes the Onstar booklets, the Navigation user guide, the Navigation instruction DVD, the owners manual, and in the early years, a C6 DVD which includes the features of the new C6 models.
The Onstar decals just makes the package whole. They don't necessarily have to be attached to the windows.
