Outer Tie Rod Alignment
Since the car is aligned and tracks straight I'm not overly concerned, but it doesn't appear normal. Any ideas what would cause this? Is it possible a previous owner pulled the steering rack and installed off-center or the steering shaft rotated 1/4 turn?
Perhaps someone with more experience will chime in.
Also, when you put the steering wheel on the column, you use the alignment arrow on the shaft to align the wheel with it.
So if the wheel is straight with you going straight down the road straight, then something is very, very wrong with the car. If could be the shaft coupling to rack pulled and not put back indexed correctly, it could be the steering wheel not indexed with the shaft marker, or it could some thing very, very wrong with the suspension or frame bent instead.
