Have you ever seen side apron covers like this? The paperwork calls them "COVERALLS". They're made of metal with crinkle coat.
This pic is just rear of front tire. It looks like someone put silver metal tape over the jacking puck reciever hole.
Whats it look like to you? And why is it there?
As to the "metal tape" it appears to be a larger peel and stick insulation piece someone may have reapplied to cover the 3/4 inch holes used in assembly or parts fabrication for the thin metal panel. These holes are not for the jacking puck receiver. Originally the panel has smaller but similar seals that come from the factory to seal off water from entering the cavity behind the panel. It is correct that these holes be sealed. You will also find another square hole on the inner edge of this panel. Leave them in place, they serve a purpose. The two jacking puck receivers are located on the bottom side of the actual frame rail on each side of the car.
