I have a buddy that has an '06 Vert, M6, 17K miles with a new battery putting out 11.5 Volts, uses a tender when its parked. With the old battery and with the new one, its starts like it has a very weak battery, terminals are clean and tight....Could the solenoid connections be loose/broke causing this issue?

My '06, with only 14,500 miles had the exact same situation. Much to my surprise, it turned out to be the starter itself. I've never had a starter to bad w/ so few miles on it.
Our 2008 C6 with 160,000 miles fried a relatively new starter (about 1 yr old). The shop that replaced it said that because the exhaust manifolds cocoon the starter, it literally bakes it to death, and if you run long distances at high speeds (like a road trip, for instance, or daily driving on freeways which is how our C6 got up in mileage so high) it will be especially cruel to the starter electrics. He suggested a heat shield blanket which we shrouded and attached with stainless steel zip ties, and so far, knock on wood, still starting fine.
He said he can now hear a clicking noise inside the car along with this issue, I noticed the starting issue last year and can tell that it seems to be getting worse!
I think it's the starter!

If this is being measured at the battery then it's basically dead. 12v is 25% charged. 11.8v is zero % charged.
If this is the display on the DIC with the engine not running then the battery is still less than 1/2 charged.
If this is the display on the DIC while the car is running then the charging system is not working.
I'll bet the battery tender has failed.

Now that these cars have a little age on them, you have to look at the starter. They had a single wire plug in on the solenoid for the start wire, this usually cooks itself and it will have a bad contact. Sometime is the starter itself and this contact is bad inside the plug housing. This is what you need to check if your battery is not the issue and the cables are tight.

We are gonna get it up on the lift real soon to look at the starter, I feel that is the issue from what I've read in the last couple of days
