Unless he's driving around with the hatch up I doubt they are stone chips...
Are you familiar with paint protection film? It's hard to tell in the.pkctures, but if you run your finger across the spot and there is no damage, spots like that can be caused when the film is not squeegied properly. You can check for the film near the edge of your rear hatch for example. Most film will go to the edge, some advanced installers wrap it around the edge so it's not as noticeable. Nice ride...

i know for sure they aren't stone chips. I live in FL
There's something off about the full picture of the car. Did you use a phone to take it. It looks like the photo was shot through some kind of filter The clear coat looks like it was damaged by acid rain, or sprayed by some other kind of chemical(solvent). You might try having paint correction done. There's also a slim chance that the car was repainted, and not reported to Carfax. People do that all the time. It's cheaper to pay cash to fix the car, rather than take the bigger hit, in the total sale price when selling the car!

No - quite the opposite. If you use a good shop to have a car ceramic coated, they remove the orange peel as best as they can and once the car has a coat on it the orange peel is not noticeable.
