I wouldn't be measuring to the fenders. The wheels are different sizes so I imagine the fender openings are as well.
Maybe measure from the bottom of the rocker panel to the ground?
Or alternatively from the top of the tire to the fender lip. Make them equal?

I have read many post that say you need a rake. I have an '07 with the Z51 option, and I have both front and rear lowered all the way on stock bolts and one rib cut off in the rear. I am also running the 325/30/19 in the rear (wide body). I have 25.5 in the front and 27 in the rear.
Here are the stock height specs for the GS and Z06
Front: . . 27.3"
Rear: . .. 28.2"
The base C6 is more than likely a little different, but the important thing about the specs above is the fact that the rear is .9" higher than the front.
So, whatever height you like for the front ... then set the rear so it's about .9" higher than the front
That way you will still get the correct front to rear 'rake' for the C6.

I don't know of any functional reason to change / or problem with 2" of rake, other than you will get more direct steering (less understeer). So I'd leave it, looks great.
I ran far more rake on my LS2 GTO, and I loved it (it was lightened and nose heavy as well):
Keep in mind the rear fender is supposed to be covering the tire some as OEM sits...I.e. look at the rocker panels
Thanks!! Ok that’s good to know too. As mentioned I have read the Bilstein B8 shock is shorter then the factory shock so it might lower it just enough.

I've seen the numbers for a base car on here before, and used to have it saved on my comp, but forgot to keep it when I got a new hard drive. Anyway, I'm sure you can find it with a search, but IIRC the base actually has a little more rake
