The vette has been repaired? Are these old pictures of what it did look like? Do you have more pics of the vette? If it is fixed or not...17K or less may be OK.
Good choice to leave that alone. There are high-mile but clean title 05s and 06s for that, even in this market.
If you want a car as a hobby, you do your own work as part of that hobby and you want a 'vette to fix up this might be a good deal. I think (and I've been working on cars as a hobby for 40 years) Corvette's are fairly easy to work on.
Price, I'm not sure. I think 10 to 9K might make me bite depending on the condition of the rest of the car. You could, albeit more slowly, sell the car for parts for more.
