I believe this issue has been discussed to death but I am new to C6 and if someone can answer this question I would appreciate it. Looking at a neighbors 2013 Z06 with 8,000 miles. I know the 427 engine has had valve guide issues. My question is did GM correct this issue on the later model Z06 specifically the 2013 model ? Or would this car be a candidate for the valve guide and rocker arm replacement fix ?

The general assumption is that all LS7 engines have this problem regardless of year of manufacture. GM never addressed this issue, and even new LS7 crate engines are assumed to be no exception (although it seems GM has recently discontinued production of LS7 crate engines).
That being said, there are several suppliers of reworked cylinder heads that solve the problem, so it is wise to just write the cost of replacing the heads into the deal and have it done shortly after purchase. Once finished, you will have a powerful and exciting sports car.

^^^ This. Never fixed, all years, and all models with the LS7. Anyone that says it’s blown out of proportion, “mine never experienced any issues”, etc. either doesn’t own an LS7, rarely drives their car above 4K rpms, or has never had their valve guides checked for issues so doesn’t know if they have a problem.
I would stay away from the LS7 but I'm sure a lot of folks have many miles on theirs with no problems. If you know the car well and feel good about it, go.
