400W @ 12V requires over 33 amps. The OEM alternator can't even keep up with the draw from rad fan at idle speeds, so add in all the rest of the electronics and I'm not surprised at what you are seeing.

Figured out the issue. Rookie mistake too considering I sanded down to bare metal. But it's a bad ground. Ran a separate ground from battery directly to amp to test and the settings I had it on never dropped below 14v.
