Fender / door alignment
There is also a torx head bolt under the cowl to align the top. If you look along the top of the fender with the hood up you will see maybe like 10 of these torx headed screws that hold the fender in place - you will need to remove the cowling and there is one underneath right there where the top of your fender is flared.
Loosed both and start in the middle and get it flush with the door and tightened and then adjust the top which may be bowed out because of the middle being pushed in.

Either way you can pull the fender and just attach/re-attach another one using a fiber glass patch kit that you can get at the auto parts. With this patch kit and the tab being inside you will be able to actually build a whole new tab if needed or firmly attach the broken one and beef it back up. I was also thinking if you have the broken tab that even JB Weld is an option.
Just thinking outside of the box, you are already half way with pulling the whole fender - just the torx on the top and the couple of nuts in the front that connect it to the front bumper along with a couple of small screws/bolts underneath & the fender is completely off, so you will get a better view of what is going on.
At least you know what is wrong now and it's just getting it fixed,
