Aren't all 427 cars convertibles and were only available in 2013? (Not including the ZO6)
I believe you're correct. Pretty sure all 2013 427s are convertibles, save the Z06 models. Not sure if all 60th anniversary cars are convertibles, though.......
Any idea on how much to budget if having them done at a Chevy dealer?
No idea.. maybe someone else who's had it done recently could chime in. I would never have it done at a Chevy dealer though, I would look for a vette specialty shop that warranties their work!

A Chevy dealer will not fix the problem unless you can find one that will install aftermarket/reworked heads. Having them replace the heads with factory GM LS7 heads might postpone, but will not fix the head issue since the issue is the factory LS7 heads. I was quoted $3500 by a reputable speed shop near me. If you do the install yourself, you can get that down to around $2K.

This^^^ Probably the last place I want working on my LS7 Corvette is a Chevy dealership. Cost to "fix" or replace heads will be between $2500 - $5500 depending on what components you go with and who does the labor. You want to find a reputable performance shop that has done a lot of these and the owners can vouch for the quality of work. Go with a cheap, or inexperienced shop & you may end up with worse problems.
All trim levels of Corvette were available in 2013: ZR1, Z06, 427 Convertible, Grand Sport, and Base.
It's also worth noting that the heads are not a 100% affected issue. There's thousands and thousands of LS7s with no issues. One of the multiple suppliers had issues. GM's data (for what that's worth) said 1% affected.
So it boilds down to your risk appetite. If you're gonna be driving it daily, I'd probably want heads. If it's a garage queen that does 1 to 2k miles a year... I'd lean towards just monitoring it and if it stars making noise due to the valve stems being loose I'd do it.

Would never trust oem chevy heads period, I would rather just have the entire head swapped with aftermarket and never have to worry about it.

To be clear on the badging on the 427 cars, only the Z25 package equipped cars had the badges on the fenders. They all had "60years" in the red section of the crossed flags emblems. All of the 427 cars had the "427" badges on the hood.
