I’ve never really used it before,but I set up the passive locking feature. It doesn’t work unless I push one of the memory buttons each time I use the car. Once I push a button, all the settings associated with it work. If I don’t use the driver memory button, everything stays as it was but no passive locking. Don’t think this is normal. My other cars have these features and work with whatever key settings are associated with it.
If the fob you're using was programmed to the car as fob #1 or fob #2, you shouldn't have to do that. Only fobs programmed as #1 or #2 have memory options. But pressing the memory button lets you use a fob #3 or fob #4.
My car came with 2 fobs, #1 & #2. Both work normally as far as I can tell. I programmed the display also but that never came on when I started the car.

C6 fobs are only labeled on the outside of the fob as either #1 or #2, but it's how the fob was programmed to the car. I think there's some way to tell how a fob was programmed, but I don't know what it is. Do you have any way to verify that those fobs were programmed as #1 and #2?
Based on this thread and the owner’s manual, the remotes that come with your c6 should be labeled 1 or 2. But both of my remotes were not labeled either and they each are individually personalized. Both remotes show wear and I had to replace the batteries so I’m 95% sure they are original as I am the 2nd owner. But I finally just figured out to identify each- remote 1 had one key ring while remote 2 had two key rings! The only explanation for this would be that when my car was built, GM was out of the numbered key fobs at the time and substituted the generic remotes in their place. I am curious if any other C6 owners have original unmarked key fobs.
I dont think it did if I remember correctly, fact I know its didn't, cause wasn't sure if I did it right, I know I had to do it couple of times till I got it right. Every time before when I got it it was set as previous owner.
You can have up to 4 fobs paired to the car. The order in which they are paired determines the fob#, not the label (if there is one) on the fob case. The car shipped from the factory with 2 fobs paired to the car, and in order they would have been labelled as 1 & 2. There are 2 sets of driver options which you can modify and save and these are driver 1 and 2. For the rest of this discussion I’m referring to the logical fob#, which is the order in which it was paired. If you enter the car with fob1, you are handed the options for driver 1, with fob2, for driver 2. Regardless of which fob is used to enter the car, button on the drivers door can be used to recall the options for driver 1 or 2.
You can pair more fobs to the car up to the maximum of 4. If there are already 2 fobs paired, added fobs become fob3 and 4. If the original fobs were lost, it’s possible that even though you bought your used car and it has 2 fobs, they might be 3 and 4. There are no options for 3 and 4 which you can modify, just a default set. This sounds like your situation. But you can still enter the car with one of them and choose the profile for 1 or 2 with the driver’s door button.
If you have fobs 3 and 4, you can follow the procedure in the owner’s manual to reprogram them to be 1 and 2.
