My car is lucky to get driven once per year and maybe 100 miles on that annual trip. Is it safe to run Sta-Bil storage in my 2009 C6 Z06? Also would it be better to mix it with a non ethanol gas for better storage life?

Hmmm. 100 miles per year, if that. Even treated top tier gas won't last more than about a year without going stale. Depending on your driving style, 1 tank of gas is going to last 4 - 5 years the way you use your car. I'd be more concerned about that.
Why do you own a car like a vette & only drive it once a year for 100 miles??? I would suggest that you sell it to someone who will use it like it was meant to be used.
Mine gets very few miles as well, but I always find the time to take it out early every Sunday for a 10-15 mile drive. It keeps the battery charged, the tires won't get flat spotted, the fuel won't get a chance to get stale, keeps the fluids moving, but most of all, it reminds me why I own this car, and puts a smile on my face every time.
If the tank is full and not much air space, gasoline will stay good for a long time, years. I know folks (preppers) who have 55gal drums in storage (100% full no airspace) and after 3 years they opened one and tested it. It was a fresh as if it came out of the pump.
It's oxygen, other gases in the atmosphere and humidity that cause gasoline to deteriorate, not storage time.
