You might be referring to the Build sheet - that might not be the actual name for it. This is the build sheet that dictated how the car was to be built & outfitted from the factory. I ordered one a while back but at the moment don't recall where I got it or how much it cost. I'm sure someone will give you more specific info here before too long.
I had no idea you could still order one. Might have to do that sometime. I did pick up an original copy of the dealer brochure for the C6 Corvette with DVD off EBay.
If you join the museum as a member (which I highly recommend) you will get a discount on the window sticker & build sheet. Your membership helps support the museum & gives you lots of other privileges there in addition to their magazine.
I would check to see if the repo window sticker is accurate for your car. For whatever reason, the repo window stickers from NCM for the Carbon Edition Z06s are not accurate and inflate the price of the car. For example they list separately the CFZ pkg for $3,995 but it was included as part of the $15k Carbon Edition pkg. They also list the two paint colors as cost options ($300) but they were the only colors available & at no cost.
Maybe they're accurate for other trim levels, idk.

Did you contact the NCM about the discrepancy in the window tag? They get these via the VIN # and are not supposed to be generic in nature.

I didn't as I have my original. But I've seen several Carbon Edition repo stickers and they are all the same with the options added separately and inflated MSRPs. There was one for sale on BaT a little while back and the owner was claiming it was originally $113k with the repo window sticker to prove it. With every available option (like mine has) the original MSRP was a tick over $100k.
My first question would be: If you are sure that they came from NCM and not from another source?
I'd have to search for it, but yes the owner ordered a replacement from NCM. I've seen more than one like this and the owners said they ordered from NCM. I didn't want to spend the $85/$100 for an incorrect sticker.
