Will a faulty steering column lock module lead to a no start situation? Bought the car being told it had a bypass but no start still, replaced rcdlr fuses push start and starter.

Yes it will prevent the car from starting. Disconnect the battery for ten minutes and see if the car starts after you reconnect
the battery. You will need to re-index the windows. The bypasses do fail eventually, try a new one, cheap and easy.

Yes on the battery disconnect, then reconnect after a few mins, to see if the car will start.

As for replacing the eliminator, with finding someone local that has a Tech II clone, would only cost the op $42 for a TDS subscription to reflash the BCM to get the lock system completely out of play in the car to solve the problem one and done. Since steering lock system already has the eliminator in play, the steering wheel lock is in the unlocked position and disconnected, and the mod/locking ring mod could be done at a later date.
