I was told by a dealer that the allocation is based entirely on past sales history. That's why you see some dealers with a lot full of c5s. They are willing to sell the c5s at or near cost so that their c6 allocations are inflated.
For that reason, there has never been a better time to buy a C5.
Allocations are a load of crap anyway. If a man has money in hand and wants to order a new Corvette right then, he should be allowed to. I went through this crap waiting to order my '04 convertible. Many of you suggested that I order one from one of the larger dealers on the forum. So, I called that dealer, listened to a lot of verbal abuse on prices, how they can get Corvettes and the other guys can't (talking about a million miles an hour trying to minimize his time with me), constant criticism of local dealers like I was dealing with and the final decision-maker for me was when he said he had to have a large deposit which was non-refundable under any circumstances. I'm sorry guys but there are times when I feel a refund is in order depending on the circumstances. I just hate when these guys act like they are selling you the world and are so arrogant about it. Places like this may get a car quicker for you but to me it's just not worth the crap they deal out doing it!! I can live without them and their under-handed business practices. :boxing

Well, you can't. We all have to live under the allocation system because that's the way GM wants it. There was a time when Corvettes were not in as much demand as today and certain dealers made it their business and sold Corvettes. Today, they reap the rewards of their past efforts. :cheers:
