Dealers may be offering GMS pricing without a certificate, and without being reimbursed by GM. BUT, I've always been told that you must take delivery of the car - not just order or apply for a loan. Technically, you don't even have to take delivery, but the paperwork has to be finalized - which requires a VIN. If you go to the GM website, it specifically says "must take retail delivery".

If the dealer says they'll honor it either way, that's fine. But I would be sure to pin down the dealer.
