Default Could belt be too tight?

Just had an A&A alternator tension bracket installed after having some boost drop over 5000rpm on the Dyno with my older D1SC setup (8 rib belt with Gatorback belt). The next run showed no boost drop, however a rumble could be felt on the steering wheel, and got a low pitched grinding sound when making slow turns. Flicking the side of the belt with engine off created a high pitch hum. Definitely seemed tighter than ever before. Could the belt be too tight?

I dont think so it started to make noise before then I tightened it and after a couple of days it came back and plus a little bit of procharger oil got sprayed around and Im shure it got some on it so for the price I would rather just replace it and clean everything up.
