I have an asp tt car. I am wanting to make sure of the msd boost a pump voltage setting. Is the setting to be 15 -15.5 under boost?

It depends on your car's tune. I believe the tune from APS calls for that, so if you're using that one, then yes, but otherwise it needs to be set to whatever your tuner set it to when he tuned the car.
I have my Kennebell boost a pump on my APS car set to max voltage under boost, or around 17.5 volts because that is what I chose to set it to when I tuned it.
I thought setting the MSD to max output was undesireable because it could be ~20V.
I'd recommend using an air compressor to hold the pressure to the MSD at your max boost and then read the fuel pump leads with a voltmeter. Adjust accordingly.
