I don’t have any of mods insured so I can’t help out there, but I can tell you that if you have State Farm or Safeco do not tell them the car has been modified. They will drop you in the blink of an eye. Been there done that got the t shirt.
Grundy will do it. I insured a 2010 5th Gen Camaro for an agreed upon value of $50,000. I had to provide receipts showing what all was done to it and after I provided them, they granted me a policy. Then I sold it and bought a ZR1. No questions asked when I gave them the value I wanted it insured for.
Just switched to American National. No issues signing up, but only been with them for 2 months, so can't really comment on anything besides price was same as geico for normal insurance, but now I have stated value and all mods covered.
Friend of mine uses Grundy, they allow agreed upon values and he's had a claim or two and they've paid. I've never personally used them because my car isn't worth enough to bother.

I was in an accident where it was deemed my fault (and not gonna argue about it, I did something stupid), the car was totalled
USAA gave me an initial estimate of value when they totalled it. Once I presented them with all of the receipts from the build, they ran some comps and the adjusted the "salvage value" to a very reasonable level. I accepted their offer.
I never told them the car was modified until the accident, and it was a bit of back/forth to get it all handled, but at the end of the day I was not disappointed in the agreement that we reached.
Who are my CF friends with modified cars using for insurance. Current policy won't allow agreed values.
Not interested in track coverage, that's on me. Just want protection if say a drunk driver t bones me at an intersection.

My policy has a 10k a year limit, must be parked in a garage, and can't be used for commuting. Most of them have the same or some level of restrictions.

Bored at work and called Grundy and was assured there are no mileage limits in their policies. He did specifically mention CA as on the CA application, there are annual mileage boxes to choose from. He said these are only to determine a rate and are not limitations.
Like many here, I do not put many miles on the car at all. As in just over 7k in 3 years of ownership so it really doesn't matter.
