Do covers have to be removed to install these?

They look like they are the complete light. ? wouldn't the 2 sided tape show through on the 3rd brake light.

Not sure but the tape on the taillights is clear so you can barley notice it. The 3rd brake light cover has the same double sided tape. See pic.
