Shift point question

Why are stock partial throttle shift points set at higher mph values than WOT shift points?

It doesnt make sense for shift points at 88% throttle to be higher than WOT, but they in fact are.

I've noticed the same thing. Mine shifts at slightly more than part throttle speed or about the full throttle rpm.

For example full throttle 2-3 shift is 68 mph, part throttle 73 and rpm is 6400. Mine shifts about 6393 @ 77 mph according to my log.
