I have a 2007 LS2 Z51 manual with a performance air intake and Corsa exhaust. Don't race just would like to have a little more low end and get rid of the 1-3 shift lock out. Would tuning be worthwhile for the money and any draw backs? In PA you don't need to get emissions with a classic plate!

As far as your car goes YES get it tuned---The throttle response is the best advantage--HP and TQ may only be 20 is RWHP but thats OK It the off line launch that's lazy and that can be greatly improved
In Pennsylvania if your car is over 15 years old, you can get a classic plate has to be stuck in appearance. No admissions is required and no renewal on the license plate. In fact the license plate can be transferred to another owner. Over 20 years old you can get a antique plate and there’s no inspection or emissions but you’re not permitted to drive at night unless coming to her from a show.

I can definitely get you hooked up with a correct version programmer and custom tune for your Vette with one of my package deals (includes the programmer, plus my custom tuning service at a discount)... I've done a thousand of those over the years...
With the custom tune, you'll gain even better/quicker throttle response & acceleration, stronger/harder pull, smoother & quicker power delivery throughout the rpm's, etc...
I change a lot of things... a small sample of just some of the things are: disable engine torque management, adjust part-throttle fueling/timing, WOT fueling/timing, knock retard settings, throttle settings, etc...
