Under certain conditions (i.e. ~20% throttle, between ~1600-2500 rpm) when gearing up from first the computer activates a solenoid in the tranny that blocks access to 2nd gear, making you shift to 4th if you continue to pull back. It does not affect downshifting in any way and is easily defeated with an 18 dollar part and 10 minutes of very light wrenching.
Yep-if you floor it, or just stay in the gas a little longer the light goes out and it will operate normally. It's just a little trick they put in to coax a little extra mileage out of the EPA tests to avoid the ol' gas guzzler tax.

Although the owner's manual says that when that light is on you must shift from 1st to 4th, that's not entirely true. I had my 6-spd for 3 months and didn't know you could shift to 3rd, instead.
Yes, you can shift from 4th to 2nd. Yes, you can shift to 1st while you're still moving. As a matter of fact, some folks are SOMETIMES having a problem shifting into 1st when sitting still. When that happens, they found they could shift to 2nd, then 1st. It's usually easier to shift to 1st while you're still moving.
Just got my shift eliminator installed today - took 5 minutes and the Chevy place didnt charge me. Works great. Got mine from WCC - That 1-4 shift thing was driving me CRAZY!!! I didnt know why I was missing 2nd....
I've found the 1-4 shift actually a little *dangerous* as well as annoying in a couple of instances, one I'll describe below:
Creeping out from a left hand turn on an intersection with a slight incline, and the CAGS forces the 4th gear, "crap!", when the extra "grunt" from the second gear would have allowed better acceleration out of the way of traffic. Of course, I could have pushed the accelerator down a little further in first, but that doesn't always happen... the car has a lot of torque, but occasionally fourth gear just doesn't keep the RPM's where acceleration for safety in the desired second gear would have been a nice safety factor. I guess no one has died from the CAGS implementation...or they didn't live to tell the tale of getting broadsided due to accelerating too slowly in fourth gear...

The CAGS kicks in from 1st gear from idle to about 2500. From my experience, it kicks in no matter how hard the throttle is stomped. It's just that if you're flooring it, you shoot past 2500 too damn fast to make a difference
I've also confirmed you can shift 1st - 3rd.
Also, if you shift from 1st from below 2500, but leave the shifter in neutral for ~1 second or so (could be less), the CAGS disengages.
I've also noticed that if you go past 2500 in first, but do not end up shifting out of first, but brake down to idle speeds again (i.e. slow traffic etc) the CAGS will not re-engage until you've come to a complete stop first.
The last two characteristics are supposed to help with driving in traffic I think.

I find the concerns about the skip shift a little
puzzling. While I haven't owned my C6 for a long
time and perhaps all the more because I used to drive
an M3, which needs lots 'o revs, I find I've never hit
4th from 2nd. Maybe I need to start shifting at
lower rpm so I can join this club.

the cags is there to help get past the gas guzzler tax. makes it more fuel efficient in slower traffic, um uh but it really just gets in the way.
first thing to do is search around for the cags eliminator fix. they range from .50 cents to $20+.
if i recall correctly you can downshift into second at 70, haven't tried it but I have done the sixth to third (cruising around 65), and it responds quite nicely.
according to the manual upshift occur approx. 5 mph below the gear you are going into, i.e. to shift in to second you should be going 15 mph, third is 25, fourth is 35, and so on and so forth.
you can downshift into lower gears as long as you keep it below redline for that gear, just be prepared for the sudden torque.
It all boils down to GM meeting the CAFE standards (Fuel Economy standards for the EPA)...that's why they offer two rear end ratios for the automatic -- 2.73 rear end and an "optional" performance axle" 3.18 rear end. The 2.73 rear end gets better mileage, lousy from a take off, but just a bit better at top end than the 3.18. Your 6 speed is a 3.42 so they came up with CAGs to try increasing your fuel economy when your not into your throttle at low speeds.
BTW, if it does activate simply move your shifter as though you're going into 4th gear and then quickly move it into 2nd...works everytime.
