Default engine cooling fan?

At what temperature does the fan turn on? What causes it to turn on?

I've seen oil temps as high as 241 degrees and coolant temps above 220 degrees when I've turned the car off and have never heard the fan come on.

Default Engine Cooling Fan

So with the fan coming on at 230, seeing temps in the 210 to 215 range in traffic is O.K. ????

Yes, the whole system is designed to enable the engine to run at relatively high temperatures. The oil gets thinner and has lower pumping losses, therefore better fuel economy. Basically, as long as you don't start loosing coolant, the engine will withstand quite high temperatures "with moderate operating parameters"*
[*] don't try running the engine on a race track at 230 dF water and 285dF oil temps for very long.
