Can a tech 2/dealer adjust the idle higher?...or does it just install a complete flash program?

Tech2 can not change idle.

Correct. The idle speed is controlled by the software. Dealers can update software using the Tech 2, but they can not alter the software.

The dealer does not have the capability to change perameters,unless the update has a perameter change in the software.
