It is a device that attaches to the battery and monitors the battery drain. The device shuts down all the power to the vehicle when the battery gets low (but before the power is too low to start the car) thereby preventing the DBS. To start the car, all you need do is create a surge (such as plugging in the cigarette lighter) and the connection to the battery is re-opened allowing you to start the car.
Works great, even when doing something dumb like leaving the lights on and it turns my cigarette lighter into something useful.
