That's way too low, you're giving up handling/breaking performance, tire wear and fuel economy...I like 33-34 psi, 30 psi is the minimum for street use IMO.

Thirty when the tires are cold. Tire Presure light will not come on if tires are up to right presure. Normal driving will bring them up 2-3 lbs. in a couple miles of driving
I agree 23-24 sounds way to low. FYI, in most (probably all) cars, there's a sticker in the drivers side door well that has the OEM recommended tire pressure. I've heard that manufacturers typically low ball it by a few psi because they favor a smooth ride over better handling, so if you care about handling more than ride you can probably go several PSI over the OEM recommended pressure.

Too low - as we may forget; outside temperature affects tire-cold pressure.
I always watch the temp here in CenTex cause at morning it can be 50degrees; so you air up. However, by noon the ground and outside temperature rise swiftly. So you can be up to 35/36 pretty quick.
Highest I've seen was 38 (actual) - that was back in Sept when were having 105 days and I aired up the tire due to a slow leak. I wasn't hot-rodding it though.
30psi is always a good start; carry a good pressure gauge!
