Reattaching front plate

Default Reattaching front plate
My front plate started to come off in one spot. I went ahead and removed it. The problem is my car is always on the highway so I have a bra that I leave on it. So right now I have a cutout in the bra of where the plate is supposed to be! I also live in 2plate Texas! Can anyone advise of a good way to permantly reattach without drilling.

Didn't get any suggestions here. Service guys suggested self tapping screws. Went with those and back in business. Speeding tickets are my only ticket worry now!
