Default fuse block cover??

I looked in the owners manual and it says: "Remove the carpet and toe-board covering to access the fuse block by pulling at the top of each corner of the panel.
Open the fuse block cover to access the fuses".

There is no cover other than the carpet glued to a rigid plate. I asked the dealer and they say there is no additional cover and showed me a car on the showroom floor that is the same.

Is this a misprint? Help me out here once again.

Just pull at the top of the carpet/plate and it'll fold down.

You're saying that there is no other cover than the carpet that is attached to the plate?

The book implies that there is another cover under there that unscrews from the fuse block
