A friend called and said there was no way to get the rack/pinion out of the way in order to remove the balancer. Is this true? I have done many C5's, but nothing on a newer one. I was going to go help him, but he got frustrated and started putting it back together (without the cam). Is there something drastically different on the C6 vs the C5 that makes this not possible?
I dont know how or what tools were required but It can be done. LG motorsports put on an underdrive pulley and headers for me just a month ago. Tech indicated he could disconnect the rack and get it out of the way just enough to get to the ballancer. These guys do it all the time, may be a technique thing.

Stop him! Have him call one of the big performance shops (vendors) and find out how they do it. Man that would suck to dissasemble and then have to put it all back with no mods.
There are two ways to get the rack out of the way. First, you can take the tie rods off, then remove the two bolts the hold the rack in, then pry it out and slide it off the the passenger's side. You have to remove the power steering lines all all the other crap that keeps it from pulling out...its a pain in the backside but doable. I've had it out a couple of times.
The other way to get room there is to raise the vehicle on stands, support the engine and remove the k-member. You will have to remove the radiator fan and the oil coolant lines and all the attachment hardware for the rack as above. The difference is that you dont have to slide it to one side as it should drop down enough to give you clearance. This one I have not done, but I watched it done on my car and I think it will be my new method of choice. The power steering lines are a bear and we were able to get clearance without removing them. You do of course need to remove a bunch of stuff with this method also, suspension stuff, but it was easier than trying to get the steering lines off and on. Please note, this is not an all inclusive list, just a hint that it can be done at home, as I have done it several times... cam swap, balancer replacement. You will have to look carefully at all the required removals to do this successfully. If I were to try and remember off the top of my head I'd be rambling on for an hour.
