If it is one of the fronts, there is an access flap in the wheelwell that lets you get in to change the bulb. It is awkward, easier if you remove the wheel, but once you get the hang of it, it is a 5 minute job even with the wheel still in place. Use the search function to find detailed bulb changing instructions, or simply read your owner's manual.
You can use the common and inexpensive 3057NA bulb available at Walmart, Autozone, etc to replace the failed bulb. Or you can pay the big bucks at the GM parts counter for the special long life bulb they sell. In my experience, the long life bulbs don't last any longer than the common 3057NA bulbs.
Do use bulb grease (which GM didn't), and your replacement bulb will last much longer. (Bulb grease improves thermal contact, letting the bulb run cooler, and keeps moisture out of the socket, reducing the chance for corrosion, always use bulb grease when replacing automotive bulbs.)
For best turn signal bulb life, always turn off the DRLs when starting the car. GM used the turn signal bulb as the DRL, and turn signal bulbs aren't designed to burn continuously. Dumb design.

Go to Auto Zone get the bulb
Pop open the rubber flap in the inner fender
Reach in with a set of vice grips turn the turn signal assembly down
Remove and replace the bulb (mine was a beeooach to get out)
reverse and it should be good for a while!
I get home and log on and find all of your great suggestions. Hmmmm, guess I may not need the bulb. I look at the 3 wires connected to the socket and see that one is loose. After inspecting the terminals, I conclude that they are bent or broken, and a p*** poor design, as well.
Did a little metal adjustment, lubed it up with dielectric silicone and reconnected. The bulb is indeed fine and it was just a poorly designed connector that evidently loosened.

I have a TSB on my relay....its burnt through two bulbs in 6 months. I just need to take it in when I get the time....or find a decent GM location
