the little bit of water that will be absorbed by the filter won't hurt anything, the rest just falls straight through, it doesn't collect.
a system is only as good as it's smallest opening. depending upon where the smallest point is dictates where the greatest amount velocity potential is.

Tha advantage of an air cleaner with larger area is the velocity of the air through the filter is reduced, resulting in less pressure drop across the filter. The engine breathes easier.
you might be right on what its called maybe the rain guard or rain hat. either way the bigger filter is meaningless all it will do is fool people like you. the extra size is over kill. if it makes the ls2 breath harder than thats what it needs because it sure runs faster from stop to top and i have the smaller filter
