Shouldn't be a static sound. There should be a beep through the left radio speakers when you push one of the buttons.
You can't pull codes via the DIC on a C6. You need a CAN (Car Area Network) enabled code reader. Walmart has one for $79 that works. Be sure the tool is CAN enabled, an ordinary OBDII reader won't work with the C6.
Very faint, but when the radio is off, you can hear very faint static through the speakers before the beeps from the DIC, or seat memory, anything that produces an audible beep, you will hear the faint static too. I'm guessing this is normal, just need to listen closely.

I can hear it as well, I think it's normal though.
