I am going to swap my new wheels and tires on the car, if I jack the car up by the jacking points using pucks (one corner at a time) will I be able to reach/turn the bolts from each wheel opening pretty easily?

just jack it in the middle in the rear and the front on the craddle the bolts are right there within easy reach
I put stands under the car and with a jack, lifted the side of the spring where I was going to turn the bolt I then could easily turn it by hand, make sure you measure so that the car is level!

I thought if the wheel/tire was "hanging" the tension would be off the spring?
Nope, there's still a bit more travel left in the spring, so there will be tension, just less of it. You could try it though, it might work. But you won't be able to turn it by hand.

i didn't even jack it up i just got under the back of the car and turned it with a ratchet. i only did the back

If you do not take the tension off the spring you can destroy the bushings on the bottom of the bolts. It seems you cannot buy new factory bolts without buying the whole spring.
