Unless I'm mistaken, the clutch pedal start switch (on the floor) lets the PCM know that you have the clutch on the floor during the start up sequence. If you don't have the clutch fully depressed and press "Start", it don't start.
The clutch position switch (on top of the clutch pedal) would tell things like "Cruise control" to release if you tapped the clutch while cruising down the highway.
