opinions on this set up

Thinking about going with a Thunder Racing cam 220/220 .551 114lsa.
What do you think I'll be making at the crank on this set up?
I want more low end torque, Do you feel I'll get it with this set up?
Want stock idle and street manners, think this set up would be ok?
I can hear the header "ting" (valve train) on light throttle modulations now(bothers me), will this cam with springs make that worse?
How bad would gas milage suffer providing I drive with the same speed etc?
Will it pass smog?
