I've read many of the posts about free cold air etc, and some have removed the rain shield.
I have a stock airbox with K&N filters - if I remove the rain shield and punch it in 1st, the car feel like either the brakes are applied, or the throttle is backed off real hard and traction control system light comes on. I've done this twice, months apart -identical response the minute I hit it.

By itself, removing the rain shield will not effect the way your car runs. Period.
The only potential problem you have is that rain water running down the hood will find its way into the stock air filter housing. As long as no water gets in, there should be no impact on performance.
I drive mine every day, and it's parked outside at work, so I put mine back on. A lot of guys who only drive their cars on nice days leave it off. It has to come off for any of the aftermarket air filter assemblies.
If your car did not run right after you took it off, there is something else going on. Maybe a lose clamp on the filter assembly.

Have you tried it with traction control and active handling turned off?

Thanks, I was thinking about aftermarket filters not using the shield and stumped as to why there would be such a dramatic effect...I'll check the clamps. Oh, boths time this happened there was no water anywhere.

Maybe you are getting more power with it off and traction control has to cut in harder? Try comparing with/without shield in 2nd, where you will have more traction.
