We had emissions tests in the early and mid 90's, in Florida, at least in Dade and Broward counties anyway. Back then I used to have Mustangs. I would just hollow out my cats, just so when they out the mirror under the car they would see them. And the car used to pass all the tuime, with hollow cats. So exactly what do the cats do, if the car still passed without them? And I never noticed any smell. I think cats are a little overrated in the emissions they control.

Either way, I think that I agree with you in that the validity of cats kind of sort of has to be questionned.
For all the soap box folks, FYI, I have installed hi-flow cats on my C6!
The only reason that I did that was because the guy who sold the barely used headers had already paid the $300 and had gotten the high flow cats...
This whole debate is making me crazy and the OP's original question is not directly being answered. The original question was NOT:
"What is your moral position on not running cats?" or "what is your environmental or legal position on hollowing cats or running without cats on public roads?"
I have to wonder, when I read things like this, is it just that you guys don't know what you're talking about, or are you intentionally trying to mislead people?
Just where does the law say that it's a felony to remove your cats? Federal EPA regs call for CIVIL penalties for tampering with exhaust systems, so where's the jail time? Sorry, just have to call when I see it.
Either way, how are these "emmissions police" going to catch you?

I actually saw an actual C6 with headers and gutted cats which was properly tuned. The guy said that that got rid of his drone and there is NO SMELL whatsoever. Listen up: Properly tuned and no smell.
May be too "new" here to get testy, but regardless of the smell, the exhaust is still toxic!!!!! You will spend the entire drive time in automotive fumes regardless of the use of cats. Heck, if it's a not so subtle reminder that you are inhaling car fumes, then I see it as a benefit!
Reducing the exhaust "smell" and "helping the environment" are not equal arguments.
