Brights on?

Brights on?
When ever I turn the headlamps on the brights are always on. When lights are off, flash to pass works fine. Any clues? Don't say multi switch as the dealer has already tried that and then ordered a BCM.

I'm wondering here....if the headlamps were on bright when the memory was last stored? I wouldn't think it would matter as far as headlamps go, but who knows...maybe it does?
