See Tracy Lewis' posts on his controlled condition dyno runs. Just a theory, but I believe the farther you are above sea level the bigger difference they will make. I can attest that at 5000 ft it feels like the plugs made as much difference on my bone stock A6 as the dyno runs demonstrated (29 rwhp).
Well, they didn't work on John's Corvette at same altitude. I believe they work on cars which can use more timing and to run a little leaner.
Our tests showed what you state. On an un-tuned car I would expect to see gains in MPG & slight power gains. We will be doing more tests in the future on lower CR passenger cars & trucks to back up the data we already have.
Do they work? Absolutely. Do I reccomend them for every vette? No. I would not use them on an FI application, and they are not a substitute for a good tune, but they work as advertised.
