It assists the clutch. Sorry couldn't resist. Seriously thoughtyou can do a search for this. I recall reading something about it being required because there is a bleeder hole in the reserviour and that if the pedal is not returned to the full height the hole may be exposed allowing air into the system.

It does two things. When you press down on the clutch it assists and helps make the clutch feel softer. This is so women, girly men, and magazine reviewers will be able to drive the car. When you release the clutch it does something else. It holds the clutch pedal up all the way so that the clutch master port is opened. It's an over center spring that has action two ways.
